It's in french and they describe his first vacation after WW2 so it's a "joke". It looks really like old newspaper like Life or Paris Match so I don't know if it's an old joke or a recent one.

On this gorgeous island, paradisiac fruits and local beauties are available to his desires. This delicious natural life is a radical change from his tiresome years when he had to carry on his professional duty and the strict protocol. Locals adopted him, they plan to elect him dear leader. They build a hut and he stuck the sign on the door : "The Bunker". A caprice... Those are his first true holidays. He decided to establish himself on this calm pacific island that seduced him the moment he reached it. Even though he did travel : France, Italy, Belgium, the entire Europe, the nice cold Russian winter, curses in Africa in the El Alamein region. But those were more business trips and he never had the luxury to enjoy those delightful places. Without any problem he took local habits of this calm island where, to welcome, we rise the right arm very high, the palm simply facing the traveler...

I think you mean 'Pardonnez-moi?', which directly translates to 'Pardon me?'
Unless asking him 'The pardon?', an unusual 'inside joke' you guys share..
